This matter, most lately embodied in the second Final Results of Redetermination Pursuant to Court Remand (“RR2”) concerning the antidumping duty investigation into Certain Coated Paper from the PRC, 1 must be remanded a third time due to arguments over (1) the use of market economy purchase prices for certain inputs procured by/for the plaintiffs (herein “APP-China”) from the Kingdom of Thailand (“Thailand”) and (2) the targeted dumping methodology utilized on second remand that persuade further remand is appropriate.
