On December 19, 1980, the International Chemical Workers Union and Joint Council # 1 (“the Union”) filed a representation petition with the National Labor Relations Board (“the Board”) seeking certification as the collective bargaining representative for production and maintenance employees of Dixie Lime and Stone Company (“the Company”) at its Sumterville, Florida, facility.
