OPINION

MARGOLIS, Judge.

This government contract case comes before the court on defendant’s motion to dismiss for lack of jurisdiction or, alternatively, for failure to state a claim upon which relief may be granted. A newspaper advertisement mistakenly stated the wrong deadline for the bid opening on property offered for sale by the government, which the plaintiff was interested in purchasing. The government informed plaintiff’s agent of the mistake on the morning of the day of the 4:15 PM bid opening. The plaintiff’s bid was submitted at 4:18 PM, three minutes after the deadline. The…
