In this consolidated appeal, appellants Atlanta Gas Light Company (“Atlanta Gas”), the American Gas Association (“AGA”), and the Board of Water, Light and Sinking Fund Commissioners of the City of Dalton, Georgia (“Dalton”), seek judicial review of four related orders issued by the Federal Energy Regulatory Commission (“FERC” or “the Commission”) between 1991 and 1996.
