These two petitions for writs of mandamus seek to compel recognition of the petitioners as duly appointed and confirmed members of the licensing board of *136the city of Revere (G. L. c. 138, § 4, as amended through St. 1958, c. 803). The cases come to us on the pleadings, the trial judge’s consolidated findings, rulings and order for judgments dismissing the petitions, the petitioners’ appeals from that order, and a report of all the evidence.
