MEMORANDUM-DECISION AND ORDER

POOLER, District Judge.

Plaintiffs, contractors in the area of Grif-fiss Air Force Base (“Griffiss”), allege that the defendant, Secretary of Defense William Perry, violated the statutory and regulatory requirements of the National Defense Authorization Act for Fiscal Year of 1994 (the “Act”) by failing to implement a contracting preference for local contractors when decommissioning Griffiss.
