OPINION

LEWIS, Judge.

Plaintiffs filed their petition for declaratory judgment in the Chancery Court for Davidson County, Tennessee, and asked for a declaration that the amendment ratified by the voters in a statewide referendum on March 7, 1978, to Article XI, Section 12, of the Tennessee Constitution is null and void because the amendment violates Article XI, Section 3, of the Tennessee Constitution by exceeding the limitations of the convention call.
