Plaintiff T-Mobile Northeast LLC (“T-Mobile”) brings suit against the City of Lawrence, Massachusetts (“the City”) and the City of Lawrence Zoning Board of Appeals (“the Board”) pursuant to Section 704 of the Federal Telecommunications Act of 1996 (“the Act” or “the TCA”), 47 U.S.C. § 332(c). The plaintiff alleges that the defendants unlawfully denied its application for special permits and variances to install a wireless communications facility on the rooftop of a multi-family condominium building.
