In deciding this case the Appellate Court made the following statement of the case and rendered the following opinion:
“In November, 1896, appellee, having been examined by the civil service commissioners of Chicago pursuant to the Civil Service act of the General Assembly of 1895 and of rules adopted by said commissioners thereunder, was certified, selected and appointed as chief clerk of the detective bureau of the department of police, with an annual salary of $1500.
