First—It is claimed by the respondent, that the Civil Service act has no application to the various clerks and subordinates in the office of the city clerk of Chicago; that' the clerks and subordinates in that office can be appointed by the city clerk himself without reference to the requirements of the Civil Service act. This contention is based upon section 22 of article 7 of the City and Village act.
