This is an appeal from an order and judgment of the circuit court of Cook county. On December 27, 1940, the Director of Labor determined that appellant was an employing unit subject to the provisions of the Unemployment Compensation Act during the calendar year 1940. He made an assessment against him for the first and second quarters of that year. Protest was duly made and a hearing was had before a representative of the Department of Labor.
