MEMORANDUM OPINION
MICHAEL, Senior District Judge.
Before the court is the defendants’ May 15, 2000 motion to dismiss or, in the alternative, transfer venue. The matter was submitted to the presiding Magistrate Judge for proposed findings of fact and a recommended disposition. See 28 U.S.C. § 636(b)(1)(B). On August 9, 2000, Magistrate Judge B. Waugh Crigler returned a Report and Recommendation, recommending that the court deny the defendants’ motion in full.
