Petitioner Zhen Nan Lin (“Lin”) (Case No. A75 559 667), a citizen and native of the People’s Republic of China, petitions this court for review of the January 28, 2004, decision of the Board of Immigration Appeals (BIA) reversing Immigration Judge (IJ) Annette S.
