This lawsuit grew out of a long-standing feud between neighboring couples: Plaintiff Hazel Jones-Huff and her now-deceased husband, Joseph Huff, in one house, and Defendant Courtney Hill, an officer in the Chicago Police Department, and his wife, Cathy Hill, in the house next door. One day the Hills placed a flower pot on or near the fence separating the two couples’ houses. Jones-Huff did not like where they put it, so she and Cathy Hill began to argue.
