Roy L. Cawley, seeking a writ of mandamus to require the payment of pension benefits for permanent disability allegedly incurred while a member of the fire department of the City of Beckley, instituted this proceeding in the Circuit Court of Raleigh County, against the Board of Trustees of the Fireman’s Pension or Relief Fund of the City of Beckley, a corporation, Harman Mandeville, Alvin F.
