History of the Case
Marvin W. Dowden, Jr. (Dowden) was dismissed from employment as a letter carrier by the United States Postal Service on February 1, 1982. The grounds for his removal were set out in a “Notice of Pro posed Removal” dated December 30, 1981. Dowden appealed his dismissal to the United States Merit Systems Protection Board (MSPB) of February 23, 1982.
