Mandamus at the instance of petitioner to compel the county auditor and treasurer of Eice county to accept payment of certain taxes levied upon property owned by him in the city of Faribault at a discount rate and as authorized by L. 1983, c. 414, § 1. Being unsuccessful in the court below, the matter has been brought here for review.
