OPINION
APODACA, Judge.
This appeal originated from a petition filed by petitioners Apex Lines, Inc. and Fremont Indemnity Company (referred to collectively as employer) to reduce respondent Joe E. Lopez’s (worker) workers’ compensation benefits. Before filing the petition, employer had been voluntarily paying temporary total disability benefits for a period of several years. Worker and employer appeal and cross-appeal respectively the resulting compensation order issued by the workers’ compensation judge (judge).
