In July of 1977, appellant began operation of an amusement center known as “Rock City” located at 7001 Hollywood Boulevard in the City of Los Angeles, part of an area designated for zoning purposes as “C4.” At its inception, the center’s business inventory consisted of some 28 coin-operated game machines of the pinball or electronic variety.
