Charles Lewis Richardson for many years prior to his death had been employed by the Commission of Conciliation, United States Department of Labor, and his duties were to proceed to wherever he was ordered to go to mediate and settle disputes between employers and employees.
Late in the afternoon of Saturday, February 5, 1938, he being then in the city of Washington, D. C., Richardson received orders from his superior officers, to proceed forthwith to Langley Aviation Field, Virginia, where under sealed orders he was directed to take a United States Army airplane then in waiting, with Major…
