MEMORANDUM OPINION AND ORDER

BUCKLO, District Judge.

Shirley Watkins is an African-American woman who was denied a job as a Chicago police officer in 1991, in part because of circumstances surrounding a 1982 arrest in which charges were never pressed. 1 After receiving her EEOC right-to-sue letter, she filed this lawsuit against the City of Chicago (the “City”), alleging disparate treatment and disparate impact race discrimination under Title VII of the 1964 Civil Rights Act, 42 U.S.C. § 2000e, et seq. as amended by the Civil Rights Act of 1991. 2 The City now moves for summary judgment on both…
