This case arises under the Individuals With Disabilities Education Act (IDEA), 20 U.S.C. §§ 1400-1487 (1994) (amended 1997). A state hearing officer ordered the appellant, Independent School District No. 284 (“the District”), to pay the costs of a residential education and treatment program for A.C., a student with a variety of emotional and behavioral problems. The District brought this action in federal district court pursuant to 20 U.S.C. § 1415(i)(2), and obtained a ruling that the residential placement was not educationally necessary.
