I. INTRODUCTION
Plaintiffs J.D.G. (“J.G”) and Tiby S. Gomez (“Gomez”) (together “plaintiffs”), who proceed pro se, filed this complaint pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq. and 14 Del. C. § 3120, against defendants Colonial School District, New Castle, Delaware (“the District”), and the Delaware Department of Education (“DDOE”). 1 (D.I. 2, 17) Presently before the court are motions to dismiss, for summary judgment, to stay, and to properly title.
