This action was commenced in the superior court for Thurston county, the appellant making application for a writ of mandate to require the respondent to permit improvements upon certain of the harbor area situated in front of the city of Bel-lingham, so as to allow the construction and operation of a pulp and paper mill. Proper application was made to the commissioner, to which application were attached maps, drawings, and specifications of the proposed improvement.
