WALD, Circuit Judge:

In these consolidated appeals, three manufacturers of asbestos products appeal from the district court’s dismissal of their claims against the United States. The manufacturers had sought contribution or indemnification from the United States for costs incurred in the litigation and settlement of actions brought by shipyard workers alleging injury from asbestos products.
