Clark, Deputy Chief of Police of the City of Utica, New York (hereinafter referred to as Clark), to restrain the Commissioner of Public Safety, Hillard J. Trubitt (hereinafter referred to as Trubitt), from proceeding with an investigatory hearing relative to Clark’s alleged connection with a transaction of the New York Telephone Company on February 18, 1969.
