¶1 These consolidated cases involve two city of Bellevue (City) firefighters who were diagnosed with *721malignant melanoma and filed claims for workers’ compensation benefits. In both cases, the Board of Industrial Insurance Appeals (Board) denied the firefighters’ claims. Both firefighters then appealed the Board’s decisions to King County Superior Court.
