I. OVERVIEW

Plaintiffs Coleen Piccone and Peter Quaglia are employees of Customs and Border Patrol (“CBP”), a component of the Department of Homeland Security (“DHS”). Piccone’s brother, Louis, lived in Dalton, Massachusetts with his wife, *201Elena, and their three children.1 In 2008, Louis was investigated for child abuse. Louis and Elena left the state with their children. Warrants were issued for their arrest.
