Appellants are the city attorney, municipal judge, chief of police and mayor of the city of Hot Springs. Appellee is the successor to the St'. Louis, I. M. & S. B. Co., which was the successor to the Little Bock, Hot 'Springs & Western Bailway Co., and it in turn was the successor to the Little Bock, Hot Springs & Texas Bailway Co., and is now the owner and is operating a line of railroad between the cities of Little Bock and Hot Springs.
