{¶ 1} Plaintiff-appellant, Norman Rose (“appellant”), appeals from the judgment of the Ohio Court of Claims granting summary judgment in favor of defendant-appellee, Ohio Department of Rehabilitation and Correction (“ODRC”). Appellant’s appeal arises out of his removal as the warden of the Richland Correctional Institution (“RiCI”).
