WALSH, Justice.

This is an appeal by the State of Delaware, acting through the Attorney General, from a decision of the Family Court, which dismissed a juvenile delinquency proceeding because the Attorney General failed to appear before a master of the Family Court to present evidence in support of the delinquency petition. The Family Court ruled that, under applicable Family Court Rules, the Attorney General was required to prosecute all delinquency petitions before Family Court masters and, upon the failure of the Attorney General to appear, the delinquency petition should be dismissed.
