WALD, Circuit Judge:

This case is one of three companion eases that we decide today; the three cases address interrelated issues bearing on prisoner litigation.

In this action, Clarence Blair-Bey, a prison inmate in the custody of the D.C. Department of Corrections, filed a habeas corpus petition challenging the procedures by which he was denied parole, on due process and ex post facto clause grounds.
