MEMORANDUM OPINION

BEATY, District Judge.

Plaintiffs initiated this declaratory judgment action against Defendant, Canal Insurance Company, requesting that the Court determine whether Defendant’s potential liability exceeds the stated policy limits of $1 million as a result of claims that may arise out of a four vehicle accident, involving a vehicle owned by Defendant’s insured, Virginia Hiway Express. Plaintiffs contend that Defendant’s monetary policy limitation is not controlling in this case based upon federal statutes and regulations which govern Defendant’s financial obligations in the…
