This is a proceeding for disciplinary action against Richard F. Pence, a suspended member of the West Virginia State Bar, instituted by the Committee on Legal Ethics of the West Virginia State Bar, pursuant to the provisions of Part D of Article VI of the State Bar’s ByLaws, wherein the Committee recommends annulment of respondent’s license to practice law and prays for reimbursement to the State Bar for its actual and necessary expenses incurred incident to this proceeding.
