Plaintiff Spencer Norris has brought this litigation to recover damages he alleges he suffered as a result of the refusal to permit him to continue to enter into contracts as a retired annuitant investigator of equal employment opportunity (“EEO”) complaints filed by employees of the United States Department of Veterans Affairs (“VA”). According to the Plaintiff, an African-American, he has been denied that opportunity, because of his race.…
