MEMORANDUM OPINION AND ORDER
HAIGHT, District Judge:
On April 8, 1982 plaintiffs commenced this action against President Reagan, David A. Stockman, as Director of the Office of Management and Budget (“OMB”); and the Secretaries of the Departments of Housing and Urban Development (“HUD”), Energy, The Treasury, Agriculture, and Commerce.
