SWEENEY, Judge.

Plaintiff is a retired federal employee who chose to retire from his position with the United States Army (“Army”) and then reenter federal service as a Transportation Security Officer with the Transportation Security Administration (“TSA”). In making this decision, plaintiff relied upon the TSA’s purported assurances that his status as a federal retiree would not affect the terms of his employment with the TSA.
