In this civil action, the Court is asked to determine the priority of liens asserted by the parties against certain real property located in Anne Arundel County, Maryland. The principal parties are the plaintiff Philip C. Brown (hereinafter “Brown”) and defendants State of Maryland (hereinafter “Maryland”) and United States of America (hereinafter “United States”).
