MEMORANDUM OF DECISION

YOUNG, District Judge.

I. INTRODUCTION

In this case, the Court must first determine whether the Commonwealth of Massachusetts, Department of Employment and Training (the Department) 1 has a lien under Massachusetts .law against Electronic Fabricators, Inc. (Electronic) for unpaid unemployment contributions for the first quarter of 1984 dating from the filing of the notice of lien when, at the time of filing, the Department had not complied with the provisions of Mass.Gen.Laws ch. 151A, § 15.
