THIS CAUSE is before the Court on Plaintiff's Motion to Transfer (doe. 47). Plaintiff asks that the Court enter an order transferring this action from the Middle District of Florida to the Southern District of Florida. Plaintiff seeks transfer so that it may arrest the MTV ANTHENOR EXPRESS, over which it has not yet obtained in rem jurisdiction. Plaintiff contends that it failed to obtain proper in rem jurisdiction because the vessel has not called port in Tampa during the pendency of this action and arrest in this jurisdiction was…
