JORDAN, Circuit Judge:
A Chapter 13 bankruptcy proceeding involves a number of participants. The debtor sets events in motion by filing a petition for relief and submitting a pro posed bankruptcy plan, which serves as a road map for the things to come; the creditors try to preserve as much of their interests as possible; and the trustee “oversees the administration of the debt- or’s assets.” Litton v.
