GRADY, District Judge.

Ameriteeh Corporation and Illinois Bell Telephone Company filed this lawsuit against defendants United States of America, the Federal Communications Commission (“FCC”), and Janet Reno, in her official capacity as the Attorney General of the United States (collectively “the Government”), seeking a declaratory judgment and injunctive relief under 28 U.S.C. §§ 2201 and 2202.
