MEMORANDUM
NEWCOMER, District Judge.
This is an action for declaratory and in-junctive relief sought against various antiabortion activists. Presently before the court are the parties’ motions for summary judgment.
I. BACKGROUND
Plaintiffs filed this action on June 29, 1988, seeking declaratory and injunctive relief addressed to the health and safety of women seeking abortions or other family planning services in the metropolitan Philadelphia area.
