Bluestem Telephone Company and numerous other rural local exchange carriers (RLECs) appeal the district court’s order affirming an order from the Kansas Corporation Commission (Commission), altering the manner in which the RLECs would receive support from the Kansas Universal Service Fund (KUSF) in light of a new order from the Federal Communications Commission (FCC) and subsequent state statutoiy amendments.
