GLEESON, District Judge.
In this antitrust action, several of the nation’s largest retailers, joined by a number of smaller merchants and three retail associations, challenge rules issued by defendants Visa and MasterCard that require stores accepting defendants’ credit cards to also accept their debit cards. Plaintiffs allege that this is a tying arrangement,.and that it is per se illegal under § 1 of the Sherman Antitrust Act, 15 U.S.C. § 1.
