MURNAGHAN, Circuit Judge:

The United States Government appeals from a decision in the district court awarding damages in a wrongful death action. Edwin E. Rawl, Jr., and his wife Josie W. Rawl died in a small airplane crash outside of Grand Strand Airport at Myrtle Beach, South Carolina. 1 Plaintiffs, the Rawls’ children, claimed damages under the Federal Tort Claims Act, 28 U.S.C. § 1346(b) for the death of Edwin E. Rawl, Jr., arguing that the United States Air Force air traffic controllers and the Federal Aviation Administration were negligent in providing assistance to the decedent. Judge…
