The Independent Voters of Illinois (hereinafter IVI) appeals pursuant to section 68 of the Public Utilities Act (Ill. Rev. Stat. 1983, ch. 111⅔, par. 72) from the order of the circuit court of Kane County affirming the Illinois Commerce Commission’s order that Illinois Bell Telephone Company customers were not entitled to reparations pursuant to section 72 of the Public Utilities Act (Ill. Rev. Stat. 1983, ch. 111⅔, par. 76) for the rates charged by Illinois Bell Telephone Company (hereinafter Illinois Bell) between August 11, 1972, and December 31,1973.
