I. INTRODUCTION

This matter comes before the court on the plaintiffs renewed motion for leave to file an amended complaint. The plaintiff, a former cadet at the District of Columbia Metropolitan Police Department Institute of Police Science (“IPS”), alleges that the District of Columbia discriminated and retaliated against him in violation of Title VII of the Civil Rights Act of 1964 (“Title VII”), 42 U.S.C. §§ 2000e-3(a) et seq.
