Radio-Fone, Inc., hereinafter referred to as RadioFone, applied to the Nebraska State Railway Commission, hereinafter referred to as the Commission, for the issuance of a certificate of public convenience and necessity authorizing it to operate as a domestic public land radio common carrier with its proposed base in Omaha, Nebraska, and its service area extending for a 3 5-mile radius.
