The two plaintiffs in this matter, Charmin Miner and Gary Baldwin, allege that the defendants, the District of Columbia and four District of Columbia Metropolitan Police Department (“MPD”) Officers, violated the plaintiffs’ constitutional and common law rights during a traffic stop at the Anacostia Metro Station in Southeast Washington, D.C.
